Safe Streets & Roads for All

The Safe Streets and Roads for All (SS4A) discretionary program funds regional, local, and Tribal initiatives through grants to support Vision Zero. The Merrimack Valley Planning Commission has secured an SS4A planning grant to develop a Comprehensive Safety Action Plan (which we call a Vision Zero Plan) to guide the region towards the realization of our Vision Zero goals. We were awarded the grant with our sister region Northern Middlesex Council of Governments (NMCOG).

SS4A has two grant types which are awarded sequentially:

A Planning Grant to support the development of a High Injury Network and Vision Zero Plan. (Please note that the updated 2023 NOFO includes a supplemental Demonstration Grant)
An Implementation Grant which funds projects and strategies identified in the Vision Zero Plan. MVPC will use the Planning Grant to create a Vision Zero Plan and unlock eligibility for our municipalities to apply for implementation grants and fund projects outlined in the plan.

MVPC is responsible for a few key deliverables as part of its SS4A award: 

  1. A Vision Zero Plan will summarize regional safety concerns and identify opportunities for improvement within municipalities.
  2. A regional High Injury Network (HIN) to be informed by crash trends and safety risks.
  3. Local and regional adoption of the goal of zero deaths and fatalities on our roadways (Vision Zero Pledge)

Ongoing public participation and insight will support the Vision Zero Plan while raising awareness about transportation safety and regional traffic planning. View the timeline here.
