The MPO carries out the regional transportation planning process for the Merrimack Valley. As the transportation staff for the MPO, MVPC is responsible for developing three federally mandated transportation planning strategies:

  • Transportation Improvement Program — Lists regional transportation projects to be completed in the next four years. Federal transportation regulations mandate that the TIP, similar to the Transportation Plan, demonstrate financial constraint and air quality conformity.  The Final FFY 2011-2014 TIP was amended on September 13, 2011.
  • Unified Planning Work Program (UPWP) — Details the local transportation planning activities to be undertaken in the upcoming year by MVPC and other MPO agencies.
  • Regional Transportation Plan (RTP) —Covers a 20-year horizon and includes both long and short-term strategies, resulting in the development of an integrated multi-modal regional transportation system. The 2012 RTP is now available.

MPO also undertakes highway and transit analyses, and provides technical assistance to cities and towns on transportation issues using a process that meets federal requirements for involving state officials, local officials and citizens.

MPO Representation

The Merrimack Valley MPO is comprised of the following six permanent members.

Representation remains the same for:

  • Massachusetts Secretary of Transportation
  • Massachusetts Department of Transportation Highway Division Administrator
  • The Chairman of the Merrimack Valley Planning Commission
  • The Chairman of the Merrimack Valley Regional Transit Authority Advisory Board
  • Mayor (or designee) of the cities of Lawrence and Haverhill

In addition, one Selectman, Mayor or designee from each of the following subregions will participate in the MPO on a rotating basis:

Region 1: Amesbury, Newburyport and Salisbury
Region 2: Newbury, Rowley and West Newbury
Region 3: Boxford, Georgetown, Groveland and Merrimac
Region 4: Andover, Methuen and North Andover

Representatives are selected by the Merrimack Valley Planning Commission upon the recommendation of the subregion’s communities, and serve two-year terms.
