Safe Streets & Roads for All

The Safe Streets and Roads for All (SS4A) discretionary program funds regional, local, and Tribal initiatives through grants to support Vision Zero. The Merrimack Valley Planning Commission (MVPC) secured an SS4A planning grant to develop its Comprehensive Safety Action Plan (or Vision Zero Plan), which guides the region towards the realization of Vision Zero goals. The Plan, called MV Vision Zero, was adopted by the MVMPO Board in November, 2024.

SS4A has two grant types which are awarded sequentially:

  • A Planning and Demonstration Grant, which can be used to support the development of a High Injury Network and Vision Zero Plan, and/or to fund supplemental planning activities and safety demonstration activities in support of a Vision Zero Plan.
  • An Implementation Grant which funds projects and strategies identified in the Vision Zero Plan. As MVPC has completed its Vision Zero Plan, municipalities in the region, along with MVPC and MEVA, are now eligible to apply for implementation grants and fund projects outlined in the plan.

Since the completion of MV Vision Zero, MVPC and the region’s municipalities have been eligible to apply for supplemental planning and demonstration or implementation grants through the SS4A program. The MV Vision Zero plan, adopted in Fall 2024, comprised several key deliverables as part of the SS4A grant award: 

  1. A Vision Zero Plan that summarizes regional safety concerns and identifies opportunities for improvement within municipalities.
  2. A regional High Injury Network (HIN) informed by crash trends and safety risks.
  3. Adoption of the goal of zero deaths and fatalities on Merrimack Valley roadways (Vision Zero Pledge)

A public engagement process across the region guided these efforts, which were detailed in the final plan. Public participation continues to guide the implementation of MV Vision Zero and other vision zero efforts. Learn how to get involved here.
