Planning Work Program


The Merrimack Valley Planning Commission is now preparing the draft versions of the

Merrimack Valley Metropolitan Planning Organization (MVMPO) FFYs 2023 - 2027

Transportation Improvement Program (TIP) and the FFY 2023 Unified Planning Work

Program (UPWP).

The TIP is a federally-mandated document that programs federal transportation construction funding in the region. The TIP provides a brief description of each road or transit project along with estimates of cost and the year that it will likely be advertised for construction. Any transportation project that will use federal transportation funds must be in the TIP.
The UPWP presents information on the transportation planning activities that will be carried out in the MVMPO region over the coming federal fiscal year (October 1, 2022 – September
30, 2023). Most of these analyses and studies will be conducted by the transportation planning staff of the Merrimack Valley Planning Commission. However, other important studies that impact the region, including studies conducted by other agencies, are also identified and briefly described.
Draft versions of the above documents will be released for public review and comment later this year. If you have any suggestions for projects/studies to be included in the TIP or the UPWP, please contact Anthony Komornick, MVPC Transportation Program Manager, at

This Notice, prepared in accordance with the Merrimack Valley MPO’s Public Participation Plan, also satisfies the Merrimack Valley Regional Transit Authority’s public participation process for the development of its Program of Projects.
