Local Technical Assistance
Overview
MVPC transportation staff work on behalf of the MVMPO to advance and execute regional transportation projects. Communities can leverage MVPC’s transportation program in two ways.
1) PREFERRED: Communities may work with staff to add a work item to MVMPO’s annual Unified Planning Work Program for board review and potential approval. Staff typically begin programming the UPWP in February of each year. Communities looking to advance a study or analysis may request transportation staff program an item in the draft UPWP for the board’s consideration.
2) Communities may request in-year technical assistance for items that are not included in the current year’s Unified Planning Work Program. These requests tend to be smaller and are based on immediate, unexpected, or growing needs.
MVPC staff do their best to support in-year requests but may only do so when both staff capacity and financial resources are available. Staff budget up to seven unanticipated counts and two day-long unanticipated site visits/assessments each year within their MassDOT contract. Staff execute these technical assistance requests on a first-come, first-served basis. Following these limits, staff may be able to assist using a community’s Commission-wide Local Technical Assistance allowance following the submission of an LTA Request Form. Staff may also perform work on a labor for fee basis (if staff capacity allows).

How does my municipality make a request?
Requests should be made in writing to [email protected] or a member of MVPC’s transportation program. Staff will evaluate whether a contract is necessary based on LTA work done to date within the fiscal year and federal fiscal year. If LTA hours remain, staff will request the municipality fill out an LTA request form for signature by their relevant MVPC Commissioner. If a contract is required, staff will prepare a scope of work for community approval.
