Public Comment: FFY2026-2030 Transportation Improvement Program Amendment #2

The public is invited to comment on FFY2026-2030 Transportation Improvement Program Amendment #2. The comment period will run through December 31, 2025. TIP Amendment #2 includes several financial actions:

• Reduce 2028 HSIP funding on #608095, North Andover Corridor Improvements on 114, from $7,226,701 to $2,386,278.
• Reduce 2028 NHPP funding on #608095, North Andover Corridor Improvements on 114, from $20,161,455 to $14,782,228.

Outyear funding is proposed for reduction due to August Redistribution funding’s application the 114 project.

• Remove $13,498,816 of NHS-NGBP funding from 2026 and replace it with $14,360,606 in 2027 for #612143 Andover Bridge Replacement Tewksbury Street over CSX Railroad.

This statewide project is proposed to move to 2027 based on scheduling. Additionally, the project cost has increased.

• Add #S13365 (Newburyport SS4A Supplemental Safety Action Plan and Demonstration Project) and #S13367 (Merrimack Valley Planning Commission ATIIP Reimagining Route 110) to FFY2026.

These two discretionary federal aid projects are proposed to move from FFY2025 to FFY2026 as funds were not obligated in 2025.
