MVPCs Comprehensive Planning Program offers a wide-range of planning services to our member communities. We conduct and analyze future planning for regional growth, development, and the redevelopment of the lower Merrimack River Valley.
Comprehensive Planning for the region is a full circle of strategies and initiatives. We assist local communities with the implementation of State initiatives, such as:
- Identification of Chapter 43D, Priority Development Sites
- District Local Technical Assistance (DLTA)
- Growth District
- Transit Oriented Development (TOD)
- Massworks Infrastructure Program
- 40R program
Comprehensive Economic Development Strategy (CEDS) — Comprehensive planning begins with the CEDS, the economic development master plan for the Merrimack Valley. MVPC maintains the CEDS, which overviews existing conditions and projects, while outlining goals, objectives, and tactics for the region.
Housing/Neighborhood Planning — We even plan neighborhoods. Recent initiatives include completion of a Housing Production Plan for the Town of Merrimac, and completion of a neighborhood redevelopment/revitalization plan for the Lower Acre neighborhood in Haverhill.
Development/Implementation of Priority Growth Strategy — MVPC developed this official planning policy for all of Merrimack Valley and its 15 communities, the first of its kind in more than 30 years. It serves as the basis for identifying strategic priorities throughout the region and identifies Concentrated Development Centers where communities want to encourage growth while suggesting areas to preserve and protect environmental resources.
Smart Growth Initiatives/Resources — MVPC strives to incorporate smart growth techniques and strategies in all our planning initiatives. From neighborhood redevelopment and housing production plans to the Priority Growth Strategy, the defining qualities of smart growth is evident in all we do.
